The stack

Compliance is the system of record. Power funds the plant. The grid monetizes it.

Three layers, stacked on purpose. First we run Local Law 97 as software. Then, where the rooms justify it, we fund a battery and electrification package under a 0-CAPEX energy services agreement. Then we aggregate those batteries into a virtual power plant.

We become the system of record, then fund the kit, then put the building on eligible grid programs. Estimates only — we do not quote grid dollars here.

01 · Compliance

Annual subscription OS for a covered building.

Priced at about $0.03 per GSF per year, with a $2,400 floor. The deliverable is an owner file, not a slide.

Exposure against the published cap

Emissions versus the occupancy coefficient for 2024–2029 and 2030–2034. Penalty math is $268 per metric ton over the cap — nothing else.

Pathway, not a punch list dump

Which tons are operations, which are host-funded retrofit, and which belong inside a Power ESA. Article 320 caps are the surface.

Filing calendar

May 1 annual report. 60-day grace to June 30. Miss-file is $0.50/sf/month — tracked as its own line, not mixed into the emissions penalty.

Owner PDF

A file that can sit next to the asset model. Commercial copy may use NOI and cap rate, and we label those figures as examples.

02 · Power

Battery plus electrification. 0 CAPEX. You keep the building.

Working split: 50/50 of verified bill savings and verified LL97 penalty reduction — measured from the building’s LL97 filing — until capital is recovered, then 30 BLD Power / 70 host. We never promise a reduction. Indoor Li-ion is generally 400 kWh per Fire Code control area. A battery alone does not reduce LL97 reported emissions; electrification does. The battery makes that affordable by absorbing peak demand.

Capital

Host writes $0 of project CAPEX

BLD Power funds design, kit, and interconnection work that clears FDNY and DOB. The offer is binding only after a site walk.

Rooms

Dead space becomes a control area

Zombie floors, basement electrical, unused service rooms. Generally 400 kWh per Fire Code control area — the walk counts rooms, not roofs.

Split

50/50, then 30/70

Share of verified bill savings and verified LL97 penalty reduction from the filing. Fifty-fifty until capital is recovered; then 30 BLD Power / 70 host. Not a promised reduction.

03 · The grid

A virtual power plant on eligible New York programs.

We aggregate participating batteries so each building can earn from bills, fines, and the grid. Eligible programs include Value Stack and Con Edison demand response. Estimates only — this site does not publish specific grid-revenue figures.

Not in this company

Not Urban Energy

Urban Energy was a Brooklyn solar installer that folded in 2025. Hardware, not an LL97 operating system. Different company. We do not pick that fight; we just say what we are.

Not a marketplace

No REC desk. No crypto. No tokenized attribute in v1. The product is a compliance file, an energy services agreement, and eligible grid programs.

Not a fake credential

No “FDNY-approved builder” badge. Storage needs FDNY and DOB on the specific room. That is the work, not a logo row.

48-hour first pass

See if the tons and the rooms line up.

Feasibility is a 48-hour first pass — coverage, $268/ton exposure, and whether an ESA is in scope. It is not a guarantee of penalty elimination.
